Here are some College Party Themes that I thought would be extra fun:

50's, 60's, 70's, or 80's: Get memorabilia from that time and live it up! Make sure the music and colors are reminders of the time. You could even use this theme for parties with departments or professors and have special school memorabilia. Make sure the invitations tell everyone to dress the part!
Arabian Nights: Lots of veils and pillows on the floor, mixed with exotic food and music!
Beach: For those that are close to the beach or not-this is fun! Get sand, a beach side grill (or small BBQ), flip flops, volleyball, etc.
Big Band: You could make this a formal occasion with beuatiful gowns and tuxedos. Have a real band and all the style of that era. Or just play some great big band music and have everyone ready to dance!
Dessert:
Glow in the Dark: I played Lunar Golf a few weeks ago it was awesome. All they did was use black lights, and set up simple courses with glow in the dark paint. Not that your party should be about golfing but use similar ideas. Black lights, Glow in the dark paint, necklaces, fog machine.
Grand Casino: Even if gambling is not your forte, casinos always look like a party. Bright lights, music, brilliant colors.
Jungle: Some of your frat boys may act like apes most of the time anyway. Get the most out of your extra energy and throw a party where its OK to behave like an animal! People may come as Jane, Tarzan or any animal-Make sure and have lots of decorations and finger food or the natives may get restless.
Luau: Have dancers, lei's, pulled pork, tiki torches, and have fun!
